Dr. Schaffer is a Research Assistant Professor in the Agricultural Policy Analysis Center.
Harwood is a 1965 graduate of The Ohio State University with a B.Sc. in mathematics. In 1969 he received an M.Div. from The Hartford Seminary Foundation and was ordained as a clergyperson in the United Church of Christ. From 1971 until 1999 he served small rural churches in agricultural communities. In the late 1970s he helped his denomination develop a comprehensive look at rural issues. He was also editor and publisher of a rural weekly newspaper from 1991 until 1999.
Harwood has worked at the Agricultural Policy Analysis Center since 2000. He earned a M.S. in Agricultural Economics from The University of Tennessee in 2006. With over 40 years of experience, Harwood brings a strong interest, commitment and depth of knowledge to his work. He understands farmers as well as the challenges and opportunities facing agriculture today. He works with Daryll Ray in the research and writing of Daryll’s weekly column on agricultural policy. This column is distributed both nationally and internationally and is picked up by a variety of media outlets. Harwood travels to make presentations on farm policy issues.
